An encoder consists of a bit decoding 11, a byte decoding 12, and a packetizing processing 13. The bit decoding 11 samples and encodes inputted real-time data for each bit, and transfers the data to a bit buffer B1 per bit. The packetizing processing 13 takes out the real-time data from a block buffer B3, in response to the transmission timing of a TS packet, adds a header to the data to generate PES, and stores the PES in a payload and outputs TS packet. At this time, for example, an effective data length of one byte is set as effective data discrimination information to the head of the PES payload. Also, a next block buffer B3 prepares to receive the next block.
