To provide a hair cosmetic composition eliminating a squeaky feeling during washing or rinsing and imparting a smooth touch, excellent combing properties and coherency after drying to hair.

The hair cosmetic composition comprises (A) 0.01-20 wt.% of a silicone emulsion, (B) 0.1-15 wt.% of a high-melting aliphatic compound, (C1) 0.1-10 wt.% of a cationic conditioning agent and (D) water. (A) The silicone emulsion contains (a) a silicone ingredient containing (a1) 5-80 wt.% of a terminal diorganohydroxysilyl group-containing polyorganosiloxane having 100-50,000 Pa s viscosity (25°C) and (a2) 5-80 wt.% of a polyorganosiloxane having 0.01-10 Pa s viscosity (25°C), (b) 0.5-50 wt.% of a surfactant and (c) water, respectively.
