PROBLEM TO BE SOLVED: To solve problems that a license fee to be paid by a peripheral equipment provider is increased in accordance with increment of the number of attached utility software components to a peripheral equipment product or the like and thereby the selling price of the peripheral equipment is also increased. SOLUTION: Software value points, purchaser's value points and purchaser's authentication information are stored, and at the time of receiving a software providing request, the purchaser is authenticated. When the software providing request is authenticated, the stored purchaser's value points are updated by subtracting some points from the stored points and software concerned with the provided request is provided to the purchaser. Since the purchaser can receive the provision of the software by optionally selecting it within the initial value range of the purchaser's value points, a license fee to be paid by the product provider at the time of provision of the software can be reduced and the cost performance of the product can be improved.
