To shorten the working time; even if treatment work is repeated twice or more number of times, by recycling a treatment liquid for forming a ferrite coating film on the surface of metallic members, such as carbon steel members in nuclear power plants, for example.
In a method and a device for recycling the treatment liquid for forming the ferrite coating film, iron is precipitated by adding the second agent for oxidizing Fe(II) ions to Fe(III) ions to deteriorated treatment liquid and is removed by a filter; then the first, second and third agents are added in the order mentioned, when the treatment liquid prepared by mixing a first agent containing Fe(II) ions with a second agent for oxidizing a portion of the Fe(II) ions into Fe(III) ions under a temperature condition in the range of normal temperature to 200°C; and adding a third agent, for controlling the pH value to the mixed liquid to control the pH value of the treatment liquid in the range of 5.5 to 9.0, is used to form the ferrite coating film on the surface of the metallic members.
