To provide a surface-mounting device provided with a co-planarity inspecting function in the mounting of a surface mounting device, and also to provide a surface mounting method.

The surface-mounting device 1 comprises a two-dimensional inspecting camera 8 for measuring the external shape of the surface mounting device, a planarity measuring device 7 for measuring co-planarity of the surface mounting device, a control unit 12 for determining whether the surface mounting device should be mounted or not to a mounting substrate 2 on the basis of information obtained by the two-dimensional inspection camera 8 and the planarity measuring device 7, and a driver 11 for moving the surface mounting device to the measuring position of the two-dimensional inspection camera 8 and the planarity measuring device 7 and to the mounting position of the mounting substrate 2.
