A noncontact IC reader 6 reads and authenticates the information of a noncontact IC function incorporated into a portable telephone, and transmits information related to the settlement of acounts to an acounting in the case of a service use by the information and an electronic-money function to a service-use DB 7 as a service user. A call controller 4 transmits connection control related to the telephone call of a portable telephone, in which the use of the portable-telephone service by a radio LAN in a radio-LAN loaded aircraft 1 is applied previously, and the information related to the telephone-call recording of the service user to the service use DB 7. A VolP gate way 5 converts signals received from a public telephone network 100 and a portable telephone network 200 into signal forms of a satellite gate way 3 and transmits the converted signals, and converts the signals received from the satellite gate way 3 into signal forms of the public telephone network 100 and the portable telephone network 200 and transmits the signals.
