PROBLEM TO BE SOLVED: To comprehensively perform the management of containers in a container terminal. SOLUTION: A harbor information network 23 is constructed among a physical distribution information center 22 in the container terminal, and a cargo owner, a cargo booking company, a ship company, a custom-house and the like, files or holders 28 with head numbers are prepared corresponding to each tractor head 2 for communication in the network 23, a container number and the physical distribution information on loads of every transportation are stored in the file or holder 28, a wireless IC head tag 5 transmitting the head number is attached to the tractor head 2 to communicate with an antenna 9 mounted on a terminal gate and a yard crane 25, and the file or holder 28 is retrieved and corresponded on the basis of the head number to manage the container 1.
