To provide a private communication system for improving convenience in using electronic mail and message-board information, and reducing congestion in a network.
The private communication system connects a server 1 having a band control function to control a band information in a network L, and an information managing terminal 2 installed in each of buildings, through the network L in the building premise of a collective housing and the like; and performs a digital multiplex communication using an IP protocol. The server 1 has a band control means for controlling a band based on a band control rule specifying a control operation, a mail server means used for transmission and reception of the electronic mail, and a newly-arrived mail event information means for informing the arrival of the electronic mail to the addressed information managing terminal on the arrival of the new mail.
