An output signal of a frame division section for dividing a discrete time sequence digital signal into frames for each predetermined number of samples is received, and a prediction coefficient of all pole types is generated from a time sequence signal for each frame. An interim prediction coefficient generation section generates an interim prediction coefficient by calculating the linear prediction coefficient for each frame, and a prediction error signal based on the interim prediction coefficient is calculated and output as an interim prediction error signal. A prediction coefficient calculation section receives discrete time series digital signal and the interim prediction error signal for each frame and generates the linear prediction coefficient in which partial differential of the linear prediction coefficient of each order of a continuous function which can be differentiated and which approximates an absolute value of an amplitude of the prediction error signal, is all zero.
