An actuator (10) preventing image blur by moving an imaging lens (16) includes: a fixed part (12); the movable part (14) to which the imaging lens is attached; a movable part supporting means (18) which movably supports the movable part; a driving means which is provided to move the movable part; a position detection means (24) which detects the position of the movable part; a control means (36) which controls to move the movable part so that an output signal from the position detection means may follow up a position command signal for commanding the position of the movable part when performing image blur preventing control; and a second mode control means (48) which maintains the position command signal at a predetermined value or within a predetermined range, and also offsets the output signal from the position detection means and inputs the offset signal to the control means when performing the control for the second mode in which the movable part is more largely displaced than when performing the image blur preventing control.
