A call center server R1 as a relay server to be managed includes an access permission information database, a communication management information database, and a control unit. The access permission information database stores information stored so that relay servers 1 permitted to be accessed among a plurality of relay servers 1 are made to correspond to each other. The communication management information database stores communication management information in which the start and end of a media session is at least recorded when the media session is established between the relay servers 1. The control unit once receiving a request for the communication management information from one relay server 1 transmits communication management information associated with a relay server 1 permitting access with the relay server 1 as the communication management information request source to the relay server 1 as the communication management information request source.
