To provide a terminal capable of not imposing big load on a network apparatus such as a router and a switch, even if a number of the terminals carry out simultaneous activation from blackout restoration and the like.

The terminal comprises a notice information sending means and a delay control means. The notice information sending means sends out notice information such as a router solicitation message and an MLD (Multicast Listener Discovery) notification to a network apparatus at least in the case of activation of the terminal. The delay control means delays a notice information sending timing at least in the case of activation by the notice information sending means, based on a terminal peculiar information.
