When a mobile phone sends a request of moving image data, a conversion forecasting time calculating device 17 calculates a conversion forecasting time to be required for conversion into moving image data suitable for reproduction of moving image in such mobile phone. When the calculated conversion forecasting time is within the allowable conversion time, data are converted to the moving image data and the converted moving image data are transmitted to the mobile phone. When the calculated conversion forecasting time exceeds the allowable conversion time, the moving image part is extracted by a moving image dividing device 14. The moving image data of the extracted moving image part are converted and the converted moving image data are transmitted to the mobile phone. The remaining moving image data are converted after transmission of the converted moving image data. When a request is transmitted from the mobile phone, the time until transmission of the moving image data to the mobile phone can be limited within the allowable converting time. Accordingly, a user can be freed from stress by waiting time.
