A portable communication terminal 10 includes: a context information acquisition unit 32 for acquiring context information corresponding to a current status of the operator; a context characteristic calculation unit 34 for calculating a context characteristic vector showing the characteristic of context information acquired with the context information acquisition unit 32; a storage unit 26 for storing a pictogram characteristic vector showing the characteristic of a pictogram for every pictogram; and a pictograph display order decision unit 38 for deciding the display order of each pictogram based on the context characteristic information calculated with the context characteristic calculation unit 34 and the pictogram characteristic vector of each pictogram stored in the storage unit 26.
