To provide a detection unit etc. suitable for detecting overall network abnormality, such as illegal intrusion, and grasping the type of abnormality.
A history aggregation section 183 generates a history space data by aggregating history data, having a state magnitude representing a communication state, on a basis of each aggregation item. A detection section 181 detects a change of the communication state in the information communication network, based on the difference produced in the observed data of the state magnitude representing the communication state, using the history space data generated by the history aggregation section 183 as a criterion.
