An authority ID coding information storage unit 105 stores authority ID association information which associates user attributes (regular staff, temporary staff, etc.) in an office building or the like with passage authority for permitting passage through a door 380. A communication unit 102 inputs user information showing the authority of a user and card information showing a card number used for individual authentication of the user in passing through the door, and a passage authority determination unit 104 determines the passage authority to be assigned to the user from the attribute of the user information and the authority ID association information, and generates setting information showing the card number of the user and a passage authority ID therefor. The communication unit 102 distributes the setting information to a door control unit 350 via an entrance/exit management system 330. In the door control unit, whether to permit the user to pass through the door is determined based on the card number and the passage authority ID of the setting information.
