To provide an apparatus for automatically inserting phrases that creates a summary sentence whose modification structure is not changed, when a character string of a detailed sentence is inserted into a basic sentence.
A modification matching degree storage unit stores a degree of matching of modification between expressions. A phrase insertion position candidate detecting unit detects spacings between phrases of a sentence into which a sentence is inserted and the beginning of the sentence and the like as insertion position candidates. Based on modification structure data and the matching degree of ease of modification obtained from the modification matching degree storage unit, a phrase insertion position determining unit determines whether the modification structure of first sentence data is changed when inserting an insertion phrase into a phrase insertion position candidate, and, when detecting a phrase insertion position candidate that will not change the modification structure, inserts the insertion phrase into the phrase insertion position candidate.
