Encrypted data wherein map data having a plurality of layers created by a map original data holding device 110 and a map creating device 120 is encrypted for each layer with a common key and the common key performing the encryption is encrypted with an encryption key corresponding to the authority to browse the layers is transmitted to a map display apparatus 160. The map display apparatus 160 decrypts the encrypted data with a decryption key corresponding to the authority, decrypts the layers encrypted by using the common key, and superposes the decrypted layers to create a display map screen.
