To provide a cement composition which has a small elution ratio to the selenium content, and is eventually suppressed in the amount of selenium elution, and to provide a cement-based solidifying material.
The cement composition contains a cement clinker, extracted clinker, gypsum and fly ash and the content of the selenium in the cement composition is 1.3-5.0 mg/kg and the content of selenium in the extracted clinker is 0.1-3.8 mg/kg to the total quantity of the cement composition. The cement-based solidifying material uses the same. The cement composition is configured to use extracted dust obtained by extracting a part of a selenium-containing waste gas from a cement kiln from a suspension preheater part to a rotary kiln hood inlet to reduce the elusion of selenium.
