PROBLEM TO BE SOLVED: To provide a radio communication system and a radio communication method that can reduce a possibility that a base station performing radio communication with a repeater becomes congested even if the repeater is installed in a heavy communication traffic region.SOLUTION: A radio communication system according to the invention is a radio communication system comprising a plurality of base stations 20 and a repeater 30. The repeater 30 switches base stations 20 to perform radio communication at prescribed intervals, and performs radio communication with the plurality of base stations 20 circularly.
