PROBLEM TO BE SOLVED: To obtain a transfer device that controls the change of a communication path to be used for data transmission and can suppress the deterioration of data transmission efficiency.SOLUTION: In a radio communication system including: a first base station which transmits and receives data in a first communication system; a second base station which transmits and receives data in a second communication system; and a transfer device which transmits data received from a first terminal to a second terminal through the first base station or the second base station, a transfer device 300 includes: a storage unit 309 which stores a transfer device retransmission threshold which is a threshold to determine a base station of a data transfer destination from a data retransmission count in the first communication system; and a transfer control unit 308 which determines to transmit the data received from the first terminal to the second terminal through either the first base station or the second base station, on the basis of a result of comparison obtained by comparing the data retransmission count and the transfer device retransmission threshold, and a congestion state of the second communication system.SELECTED DRAWING: Figure 16
