PROBLEM TO BE SOLVED: To provide a communication system and a method that allow a user to communicate a flow authenticated correctly between management systems and enable safe communication with high reliability, by an integrated management system providing encryption and decryption functions and network-network connection information for a service node via a management system by communication with high reliability.SOLUTION: In a network management system 21 according to the present invention, an integrated management system 22 encrypts configuration information and policy information per network generated by a user terminal, and when the encrypted encryption information is exchanged with a management system, one-state authentication is performed between one management system 26 of the plurality of management systems 26 and the integrated management system 22, and two-stage authentication is performed between the one management system 26 and another management system 26 connected with and adjacent to the one management system 26.SELECTED DRAWING: Figure 2
