PROBLEM TO BE SOLVED: To enable an unitary management of crisis response information and information sharing even when any tool is used.SOLUTION: A management system server 2 for crisis control comprises: a data storage unit 21 that associates a task ID with each response instruction included in the task and each response content and stores them as crisis response information relating to crisis response; and a mail processing unit 227 that transmits a mail including a responding status and a response instruction to a user terminal of a transmission target and registers the transmitted response instruction in the crisis response information in a state of being associated with the task ID corresponding to the response instruction when receiving a transmission instruction of the mail including the response instruction, and that registers the response content in the crisis response information in a state of being associated with the task ID corresponding to the response content when receiving, from the user terminal, a reply mail including a response content of a user of the user terminal.SELECTED DRAWING: Figure 2
