PROBLEM TO BE SOLVED: To provide a call controller, call control system, and call control method that prevent load concentration.SOLUTION: A call controller includes: a determination unit that determines, for each call, a first call processor for processing a call signal on the call and a second call processor for processing the call signal in the case of the first call processor stopping the processing of the call signal, from a plurality of call processors; a call signal processing unit that transmits, according to the determination unit's determination, the call signal to the first call processor corresponding to the call and makes the first call processor transmit processing information on the call signal to the second call processor corresponding to the call; a detection unit that detects the first call processor having stopped the processing of the call signal; and an instruction unit that instructs the second call processor to perform processing of the processing information when the detection unit has detected stop of the processing of the call signal.SELECTED DRAWING: Figure 3
