PROBLEM TO BE SOLVED: To prevent deterioration in utilization efficiency of radio resources.SOLUTION: When data that should be transmitted occurs, a communication device generates a plurality of signals that include the data and each include a frame number corresponding to a plurality of time points determined according to time the data has occurred. Then, the communication device confirms whether a radio channel is available, and transmits a signal having a frame number corresponding to time it is confirmed that the radio channel is available among the generated signals.SELECTED DRAWING: Figure 4
