PROBLEM TO BE SOLVED: To provide a charge and discharge control method for offering optimum power stabilization services by preventing degradation in responsiveness to a power command value.SOLUTION: A BESS management device 7 includes a history database 71, a sensitivity analysis unit 73, an optimum shift time calculation unit 74 and a power command calculation unit 75. The history database 71 stores operation history data on a BESS operation history. The sensitivity analysis unit 73 executes a BESS sensitivity analysis on the basis of the operation history data stored in the history database 71. The optimum shift time calculation unit 74 determines a shift time on the basis of a result of the sensitivity analysis by the sensitivity analysis unit 73. The power command calculation unit 75 calculates a power command value to a charge and discharge power command from the outside on the basis of the shift time determined by the optimum shift time calculation unit 74.SELECTED DRAWING: Figure 2
