Abstract:
PROBLEM TO BE SOLVED: To suppress complication of processing for causing a slice header containing information representing a code amount of each block line to be contained into an encoded stream.SOLUTION: A moving picture encoding device 100 for encoding an encoding target picture contained in a moving picture on a block basis, includes an encoding unit 110 for outputting a first encoded stream containing, in the following order, slice data obtained by encoding a slice which is contained in the encoding target picture and contains plural block lines, and a slice header containing information representing the code amount of each of the plural block lines, and an interchanging unit 130 for interchanging the arrangement order of the slice data and the slice header in the first encoded stream.SELECTED DRAWING: Figure 1
