PROBLEM TO BE SOLVED: To provide a dispersion plate unit capable of improving stability of treatment for water to be treated, and to provide a settling tank.SOLUTION: A dispersion plate unit for water to be treated that is disposed inside of a settling tank includes a dispersion plate and a cleaning member. The dispersion plate is disposed downward of an inflow pipe provided in the settling tank.
