To provide an investment support device, an investment support method and a computer program capable of providing information for reducing power consumption by a fluid transport device on the basis of performance characteristic for every fluid transport device which is varied over time.SOLUTION: An investment support device of the embodiment comprises: a characteristic information acquisition part; an optimal flow rate estimation part; a reduction cost calculation part; and a collection period calculation part. The characteristic information acquisition part acquires characteristic information for every pump which is varied over time. The optimal flow rate estimation part estimates an optimal flow rate at which, power consumption of a pump becomes minimum while satisfying restriction, for every pump, based on the characteristic information and restriction information related to an operation of the pump. The reduction cost calculation part calculates power cost which can be reduced in a prescribed period when capital investment is performed, based on the characteristic information and the optimal flow rate for every pump. The collection period calculation part calculates an investment collection period in which the investment cost can be collected at power cost capable of being reduced.SELECTED DRAWING: Figure 24
