To provide a technique for flying an unmanned aircraft safely even when an actual situation, such as in the event of a disaster, is different from the situation of a building or the like indicated by map information prepared in advance.SOLUTION: Provided is a route determination device which includes: a base station specification part for specifying a radio base station whose radio wave intensity is weaker than a predetermined reference strength among a plurality of radio base stations existing between a first point and a second point; and a route determination part for determining a flight route of an aircraft from the first point to the second point, which does not include an area above a cover area of the radio base station specified by the base station specification part.SELECTED DRAWING: Figure 5
