To enable management easy and secure settlement under an environment of non-cashless settlement.SOLUTION: In a settlement management system, a bank system 200 comprises: a storage device 201 that holds a paper medium DB225 defining an association of a paper medium with a bank account of a right-to-use authorized person of the paper medium, and an authentication DB226 managing authentication information relating to a holder of the bank account; and a computation device 204 that, when acquiring authentication-purpose information relating to a user of the paper medium from a terminal of a shop where the paper medium is presented as settlement means, and authentication processing based on the authentication-purpose information and the authentication DB226 is succeeded, implements processing for moving a fund corresponding to a settlement amount from the bank account associating the paper medium to the bank account of the shop, and implements processing of resolving the association of the bank account of the right-to-use authorized person with respect to the paper medium in the paper medium DB225.SELECTED DRAWING: Figure 4
