PURPOSE: To improve working properties and efficiency, by providing column segments which are roundly placed around a polygonal rod as a winding shaft and by providing lockup rollers for locking up or releasing a core pipe and by providing mechanisms for proventing the lockup rollers from dropping off and by placing the rollers and the mechanisms in openings.

CONSTITUTION: Column segments 2, 3 are mounted on the six sides of a polygonal rod 1 as a winding shaft. Openings 4 are provided in the column segments 2,3. Lockup rollers 5, which are rolled in the openings 4 to lock up or release a core pipe C, and idle bars 6 and transverse grooves 7, are provided in the openings 4 so that the idle bars and the transverse grooves constitute mechanisms for preventing the rollers from dropping off. Since the lockup rollers 5 prevent the core pipe C from becoming eccecntric, the pipe can be easily and efficiently mounted and pulled off.
