A base station area calculation unit (212) calculates the coverage area of a base station on the basis of the downstream quality information. An upstream monitoring unit (213) acquires upstream quality information from the base station. A vehicle area calculation unit (214) calculates the coverage area of the vehicle on the basis of the upstream quality information. A dead area estimation unit (215) estimates a dead area on the basis of the coverage area of the base station and the coverage area of the vehicle. A driving assistance unit (230) transmits procedure information regarding the dead area to the vehicle.
