To properly detect a communication abnormality between ECUs over a network.
An ABS-ECU 12 and a transmission ECU 13 periodically transmit messages to an engine ECU 11 respectively. The engine ECU 11 detects abnormality of communication system, such as abnormality of the ABS-ECU 12, the transmission ECU 13 and disconnection abnormality of a communication line 14 as objects to be detected according to the reception state of the messages. Namely, the engine ECU 11 periodically receives the messages from the ABS-ECU 12 and the transmission ECU 13, and individually counts the number of times of reception. The counted number of times of reception is monitored in a cycle longer than a message receiving cycle from each of the ECUs 12, 13, and the abnormality of the communication system is detected by comparison between the number of times of reception and a prescribed judgment value.
