To provide a system useful for search and rescue activities in any fields by uses not only in maritime accidents but also in environments in which accidents can happen such as in mountains and changing present conditions in which it has taken time to find victims of accidents (in distress) in search activities at accidents and been unable to save the lives of nor even to find persons the victims of accidents (in distress) in spite of search activities by a large number of people from land, sea, and air.

Since microminiature transmitters has been developed to enable installation not only ships etc. as before but also to individuals in distress, it is possible to facilitate search activities for each individual. Since the GPS function is not installed in a transmitter (EPIRB) for the system of the COSPAS satellites (four at the present) and the SARSAT satellites (three at the present) used in GMDSS at the present, ground stations verify and compute their positions. Since the satellite system requires some time to verify positions in the case that the transmitter does not have the GPS function, a transmitter in which the GPS function is installed is developed.
