PROBLEM TO BE SOLVED: To prevent insufficient control by selecting a control target corresponding to a system phenomenon while efficiently selecting the control target even when a system state changes so suddenly that normal control is insufficient.SOLUTION: According to an embodiment, system sudden change setting means creates a system state sudden change model. Stability calculation means calculates a stabilization control amount for a postulated accident. Control target selection means selects control target information corresponding to the stabilization control amount. Storage means stores, for each model, an accident location and accident appearance of the postulated accident, the control target information, and a previous tidal current value, in a control table. Sudden change determination means searches the control table on the basis of accident detection information to determine whether or not a state of a power system has suddenly changed. When the power system has suddenly changed, stabilization control means executes stabilization control on the basis of control target information read out from the control table corresponding to the system state sudden change model.
