To improve an assistance function to a dam operation.SOLUTION: An action guideline table generation device comprises: a basic action guideline table database that holds a basic action guideline table related to a dam operation; and a detailed action guideline table generation unit. The detailed action guideline table generation unit can access a training database that holds an inflow calculation result calculated in advance for a dam and the basic action guideline table database. The detailed action guideline table generation unit acquires the basic action guideline table database from the basic action guideline table database. In addition, the detailed action guideline table generation unit acquires the inflow calculation result from the training database. Further, the detailed action guideline table generation unit integrates the acquired basic action guideline table and the acquired inflow calculation result at a common time base using a predetermined trigger event as a reference.SELECTED DRAWING: Figure 1
