A server 200 executes: a step (S15) for generating random numbers to be transmitted to a portable telephone set 300; a step (S16) for registering the random numbers; a step (S17) for transmitting the random numbers; and a step (S23) for registering the card ID of an affiliate registration candidate when it is judged that the registered random numbers are matched with the random numbers to be responded in a response to the transmission.
