SOLUTION: In an agitating device consisting of a plurality of rotating shafts 2 and 3 provided in a container and rotated synchronously all together and a plurality of agitating rotors 6-45 fixed on respective rotating shafts 2 and 3 and agitating, scrapers 46-53 are set on the side faces of the sides of mirror sections of adjoining rotors 6-45 on the inner faces of mirror sections of the container.
