PURPOSE:To obtain the title film excellent in low-temperature properties, weathering resistance, and heat resistance and film forming properties during molding by adding a specified organophosphorus compound and a specified hydrotalcite to a vinyl chloride resin. CONSTITUTION:100 pts.wt. vinyl chloride resin (e.g., PVC) is mixed with desirably 0.1-5 pts.wt. organophosphorus compound of formula I [wherein R1-4 are each an (alkyl-substituted) phenyl, an aralkyl or a cycloalkyl; n is 1-15; and Y is a group of any one of formulas II-V] and desirably 0.1-10 pts.wt. hydrotalcite compound of the formula Vl (wherein R<2+> is Mg or a solid solution of Mg with Zn; A is an n-valent anion; 0
