A rivet 59 is inserted in each attaching piece 48 and a case side attaching hole 58 and fixed by caulking with the section of each attaching piece 48 of this air bag 21, covered by a covering body 27, inserted inside of the case main body section 54 of a case 25, and the attaching hole 49 of each attaching piece 48 positioned with the case side attaching hole 58 of the case main body section 54. Then, the air bag 21 is inserted to the inside of the case main body section 54, and a lid section 55 is closed, and thus, an air bag module is constituted. Then, the air bag module is fixed to a cowl section 7 of a car body 1 using bolts and so forth, and is covered by a cowl top cover 8. At the same time, an inflator 22 and a controlling device are electrically connected with a harness, and thus, a pedestrian protecting device 10 is attached to the car body 1.
