PURPOSE: To conduct air conditioning by combining with both an air convection type and a radiation type by eliminating disadvantages of the air conditioning by both the air convection type and the radiation type.

CONSTITUTION: Air conditioning is conducted by an air convection type at the image of starting a cooling operation, and then executed by a radiation type. In this case, detected outputs of a temperature detector 31 and a humidity detector 32 provided in a room are input to a calculator 33 which becomes a controller, and which calculates a dew point temperature of the air in the room from the temperature detected value 31 and the humidity detected value 32. The calculated indoor dew point temperature is compared with brine temperature to be supplied to air conditioning panels 1A, 1B, and a cold air temperature from an air conditioner 11 is so controlled by the calculator 33 that the temperature of the brine supplied to the panels 1A, 1B is always kept higher than the dew point temperature.
