Air conditioning is controlled at air conditioner setting C set by a driver (100-102). When a time to a downhill is shorter than a predetermined time, air conditioning is controlled at air conditioner setting A with an air conditioning capacity set large than that of the setting set by the driver (106-112). When entering into the downhill, air conditioning is controlled at air conditioner setting B with a water temperature required for starting an engine set lower than a normal temperature and an air conditioning capacity set smaller than that of the setting set by the driver (114-116). After passing through the downhill, conditioner setting is returned to the air conditioner setting C (118-120).
