CONSTITUTION: A water header 9 to drop down ozone water on a cooling heat exchanger 4 is provided above the cooling heat exchanger 4. The cooling heat exchanger 4 is earthed, and at the same time, a discharging electrode 3 is provided on the upstream side of the cooling heat exchanger 4.
