To provide an air conditioning control device and method, securely taking in the amount of outside air necessary for ventilation of an indoor space which is an air conditioning target.
An outside air treatment part 10 provided separately from a return air treatment part 20 for performing air conditioning treatment of return air from the indoor space as the air conditioning target is equipped with: a carbon dioxide concentration sensor 11 for measuring the concentration of carbon dioxide of the return air from the indoor space as the air conditioning target; a necessary outside air amount calculation part 15 for calculating the necessary outside air amount based on the measured carbon dioxide concentration; an outside air fan 12 for taking in the amount of outside air corresponding to set rotational frequency by an outside air coil 13 and sending the outside air adjusted by the outside air coil 13 at wind speed corresponding to the rotational frequency; a wind speed sensor 14 for measuring a value of the wind speed of the sent outside air; a measurement outside air calculation part 16 for calculating the amount of measurement outside air sent by the outside air fan 12 based on the measured wind speed value; and an outside air fan control part 17 for controlling the rotational frequency of the outside air fan 12 so as to make the measured outside air amount follow the necessary outside air amount.
