An energy saving monitoring server 2 determines a time required for changing an indoor temperature to a target temperature based on the performance of an air conditioner 1. The air conditioner 1 is operated at a prescribed time before a determined time. The prescribed time is equivalent to a scheduled attending office time set by an attendance/leaving system 3. The energy saving monitoring server 2 performs air conditioning with respect to an area set by the attendance/leaving system 3. Furthermore, the energy saving monitoring server 2 optimizes conditions for starting the air conditioner 1 in consideration of weather information read out from a website 4 on the Internet.
