An air outlet 53 of a casing 5 is provided to be opened in the negative region of the back side of blades 40a-40c. Then, the bubbles sent from an air supply section and discharged from many air outlets 53 are released while being sucked in the outlet of the opening. The released bubbles (a) are opposed to a breaking hole 43 of a ring 42 integrally rotating with the propeller in the outlet. Then, the share force is worked to the bubbles (a) discharged from the fine air outlets 53 and the bubbles (a) are instantaneously cut in accordance with the increase of the number of revolution of the propeller 40 to be formed into further finer bubbles (a). Then, the pressure of the pressure source for discharging such as a blower is suppressed low and the consumption of energy source for an air supply device is reduced.
