The material whose Gurley value is 50-500 seconds is used as the water-repellent layer 8 press-fitted to the catalyst layer 6 to form an electrode layer. Thus, the electrolyte is prevented from accumulating between the catalyst layer and the water-repellent layer, to extend its life shortened by discharging at a high temperature.
