CONSTITUTION: T type sticks 20 with a collar aligned by vibration while they are transported from a stick-supplying means 110 through an inclining arrangement means 120, are transported to a piecewise fitting device 200 with a collar part 23 being guided by a collar guide groove 161 of an alignment and transportation means 160. A stopper 210 is moved up and down by setting to the timing to insert the stick into a coffee-bag body 10 also used as a filter at an entrance of the fitting device 200, and the stick body 20 is engagingly locked piecewise, the collar 23 is held by a guide 221 of an angle-changing slide 220 and the other end is slid to obtain the angle change of 90degrees, and the stick is transported to the coffee bag 10 while being held by a feeding device 230.
