The non-sintering cadmium negative electrode is obtained, by forming an active substance layer on an electrode substrate by applying an active substance comprising cadmium oxide and cadmium metal on the electrode substrate. A conductive agent, such as nickel metal, is contained in the active substance. By making a conductive agent contained in the active substance, in such a way as not to bring about decrease in the utilization rate of the active substance, even if the density of the active substance is set as high as 3.4 g/cm
